Malaysia hosts one of Southeast Asia's most sophisticated secondary metals industries — copper rod producers in Selangor, aluminum re-rollers and die-casters in Penang and Johor, brass ingot makers serving the domestic hardware sector, and steel mini-mills importing HMS for rebar production. Domestic scrap collection cannot fill the melt schedule of this installed base, so imported scrap makes up the balance. European scrap is preferred for its documentation clarity (satisfying Malaysian Department of Environment / DOE approval requirements) and its consistent ISRI-graded quality. Compared with spot-market sources from developing markets, EU cargo carries lower contamination, predictable per-container weight and a paper trail back to licensed EU recyclers.

Shipping routes to Malaysia
From Rotterdam we book weekly direct sailings on Maersk, MSC, CMA-CGM, Hapag-Lloyd and ONE to three primary Malaysian container ports: Port Klang (North and West Port terminals, serving Selangor and central Malaysia), Penang (serving northern Malaysia and Thai border trade), and Pasir Gudang (serving Johor and Singapore-adjacent industry). Typical transit is 24–28 days Rotterdam to Port Klang direct, 26–30 days with Singapore transhipment. Contract-to-loaded lead time is 7–14 days.
Pre-shipment inspection and DOE compliance
Malaysia's Department of Environment (DOE) requires imported scrap to meet contamination thresholds under the Environmental Quality (Scheduled Wastes) Regulations. Aluminum and copper scrap import approvals typically require SGS or Bureau Veritas pre-shipment inspection with a certificate covering purity, moisture, and freedom from prescribed contaminants. We arrange SGS or BV inspection at our Rotterdam yard on the buyer's request — the inspector observes container stuffing, draws representative samples, applies high-security seals and issues the certificate before B/L release, in time to accompany the shipping documents to Malaysian customs.
Documentation for Malaysian customs clearance
Every container ships with a complete documentation pack: commercial invoice, packing list, weighbridge tickets, container-interior photographs, bill of lading, certificate of origin (EUR.1 where applicable), pre-shipment inspection certificate, and EU Annex VII waste-shipment movement document under Regulation (EC) 1013/2006 and the Basel Convention. HS codes are declared correctly (7404 for copper waste, 7602 for aluminum waste, 7204 for ferrous waste, 7902 for zinc, 7404.00 subheadings for brass). Documentation is couriered or transmitted via secure channels to the buyer's forwarder in Malaysia within 48 hours of vessel departure.
Payment terms and LC handling
Standard payment terms for Malaysian buyers are 30% TT advance against signed contract + 70% by LC at sight against scanned bill of lading, or 100% LC at sight for established accounts. Malaysian banks issuing LCs are typically Maybank, CIMB, Public Bank, RHB and HSBC Malaysia. We accept LCs advised through our banks in Rotterdam and can work under UCP 600. Documentary collection (D/P or D/A) is available for repeat accounts with adequate trade insurance.
Buyer KYC and eligibility
We contract exclusively with verified Malaysian buyers: licensed secondary smelters holding DOE import approvals, brass rod mills, aluminum rerollers, copper rod producers, and licensed scrap importers. KYC pack required before first contract: company registration (SSM), DOE / SIRIM approval or industry licence, VAT / GST registration, most recent bank reference, and a recent utility bill. Verification takes 24–48 hours. We do not contract with unverified trading intermediaries.
Pricing and market pattern for Malaysian deliveries
Malaysian pricing follows Southeast Asian benchmarks: copper as a percentage of LME Copper Grade A CIF Shanghai (Malaysian buyers apply a small basis premium for direct Malaysia delivery), aluminum as a percentage of LME P1020A cash. Because Port Klang is a major Southeast Asian transhipment hub, freight economics work favourably from Rotterdam vs. sourcing scrap through Singapore or Hong Kong resellers. Written CIF quotes are issued within 24 hours of RFQ, valid 48 hours subject to LME movement.
