Because both the Netherlands and Turkey are in the EU-Turkey customs union for industrial products, aluminum scrap shipments move under ATR document — eliminating customs duty at the Turkish port. Nautica issues the ATR with every load. Buyers receive the same advantage they would on intra-EU trade.
